What steps will reproduce the problem?
1. Set up an external component
2. Don't connect it
3. Try to join a MUC through it with some client
What is the expected output?
Client says that the MUC is unreachable.
What do you see instead?
Client might say that the room occupant limit has been reached.

mod_component replies with a wait, service-unavailable error, which XEP-0045 defines as "max users":

This might be a bit of a XEP bug.
Could change mod_component to return eg remote-server-timeout instead?
