It /would/ be hard. Well, not hard, but tedious. PEP consists solely of PubSub publish.
There are like a dozen other operations involved in full PubSub.
It shouldn't be too hard to get the basics up and running though.

mod_pubsub is in trunk (and has been for some time). It already supports much of the spec (all the common stuff is done, I think). Feedback welcomed from anyone who tries it, as we get it into shape for 0.9.
