Loading mod_vcard onto the MUC component will get 90% of the way there.
To be able to set the vcard over XMPP it needs some additional access-control logic.
It also would need some additional code to broadcast presence from the MUC (though I'll note that this isn't described on the linked page, and has also broken some clients).
