prosody is currently following the (inadequate) rules of XEP-0280 regarding CCing of messages.
Unfortunately, the standardization process hasn't brought any improvements to this for multiple years, so please add the following rules to the message_handler:
- forward bodyless normal messages if they have a <received xmlns='urn:xmpp:receipts'/> or a <received xmlns='urn:xmpp:chat-markers:0' /> payload
- (optionally) forward all bodyless normal messages sent to a bare JID, unless already forwarded by RFC6121
