1. Toggle autocreate_on_publish or _subscribe
2. Reload config and mod_pubsub
3. Observe value of service.config.autocreate_on_publish or _subscribe

Value updated with newly configured value

mod_pubsub restores the previous service object, along with its configuration, in module.restore()
