Description of feature: Search module paths for all modules in all modules_enabled and component definitions and report whether any are missing or appear to have permission problems. Motivation: Someone reported running `prosodyctl check` after adding a 3rd party module to the configuration. No problems were reported, so they thought everything was fine. Turns out they had not installed the module.
