With smacks enabled if I terminate my connection and the session hibernates, during the window where I am still seen as online by others, I establish a new connection using the same resource but do *not* send a resumption, I do not get any PEP pushes for my +notify features.

This sounds like something where we could use a test case.
Also when reporting issues, please include Prosody version info.
