As I unfortunately learnt, the upstream of readline.lua (https://luarocks.org/modules/peterbillam/readline) passed away recently (https://social.mcwhirter.io/@craige/113163999592836231). As readline.lua is an optional dependency of Prosody, I am looking for a (non-immediately) decision on your side, because a dead upstream increases the chances of removal of the package from Linux distributions (at least when things start to break or issues without fixes come up).
I'm not into Lua, but considering another Lua readline module (if there's one) could be an option, alternatively the existing module could be forked/transferred/handed over to an umbrella Lua project to continue at one single place (instead of downstream patches per Linux distribution), where Zash mentioned Lunar Modules in the chatroom.
Although this issue is not really a 'defect', I think it makes sense to report it here to have it trackable.

I found that there was already an mirror or archive by Lunar Modules: https://github.com/lunarmodules/pjb_lua currently looking for a maintainer.
Concrete things we could do include putting out some call for maintainer(s).
We could ultimately maintain readline.lua ourselves, separately or in the Prosody tree, but I feel like we may be stretched a bit thin already.
I don't remember if we (read: MattJ) found any alternatives.
The fragility of life may well be considered a defect, but unfortunately out of scope for the Prosody project, so I'll set a different 'type' tag.
