Description of feature: Allow sending announcements to all users or to users with a specific role on a host via Ad-hoc or XMPP messages with mod_announce.
Motivation: Currently with mod_announce, via Ad-hoc and messages you can only send an announcement to online users. If you want to send an announcement to all users or specific users with a role, you have to use the Prosody shell. This makes it quite annoying to send an announcement to all users, which i think is the most used announcement method.
